Target shooters are right behind offroaders in how much they rape public land. It's a prime example of how people treat things they don't own.

Then why do you treat it like a dump? Giving something to someone for free is a surefire way for that thing to be destroyed. The same is doubly true for land. They should charge to enter BLM land at a minimum. Ideally they would lease it out in chunks for exclusive use maybe in 5 or 10 year intervals. I bet you there wouldn't be any trash pits in National Forests if you have to pay a lease to use a chunk of acerage.
