While they're not being forbidden by the government as you say, there are other factors preventing them to make games without retarded censorship, see Nintendo, Sony, etc. Why haven't they tried to at least circumvent this? Why do they have to continue bending down to these fuckers or try to "cater to the western audience"

I don't know why you keep bringing up Green Heart when there are thousands of other gachashit characters that all show their cleavage. Even Azur Lane has their own example. I don't know why she was censored because the other Azur Lane characters certainly didn't get the same treatment. Here's a random example I pulled from Google by just searching "Azur Lane".
