No, they're not flat out immune to DoTs. They are, however, seemingly intermittently immune to DoTs. Any time I encountered pouncers that were part of a bug breach the first wave would be affected by DoTs just fine, but as more and more bugs spawned they started becoming immune to DoTs. Since the fix was apparently just stopping clients from contributing to the calculations for status effects I'm going to guess the back end can't actually keep up now so it skips or delays applying DoTs if there are too many entities active.
