Hitler didn't seem to mind effeminate art that much. What really bothered him was literal perversions of the human body, surrealism, impressionism etc.(funnily enough stalin had the same opinion and also banned those art styles)
So I think the problem hitler would have with anime is not anything to do with it being "effeminate" or "foreign" but because their characters usually have no noses or ears
