Yes, because it's a fighting manga where characters do kung fu and shit. That's an incredibly silly complaint to make. That doesn't mean the entire story is "dude gets mad, gets stronger, beats up another guy"
Even the Namek arc, the one that is the closest to what you're describing, has a lot more variables going on during its final stretch and requires Kaio, Kami and Guru to discuss Dragon Ball technicalities to find a way to revive and save everyone.
When people actually read Dragon Ball they's surprised at how few W Goku has, because a lot of arc villains get taken out by collective effort (at least in Z, 3/4).
