It depends. many streets in cities do have sidewalks. Those posts are about something else though: Feeling awkward walking in front of drivers at intersections without a traffic signal, cause you don't know if they will actually stop for the stop sign or crosswalk, and very often in my experience they will be creeping towards you while you're in the middle of the street, makes me flinch and stumble and then I walk slower to steady myself and I can feel them getting impatient. So I like to just wait for an opportunity to cross the street when nobody is driving anywhere near me.
