Tamaki's gamma is somewhat better than Endeavor's gamma, but is mostly a sidegrade. It does do more damage (180 uncharged, 225 charged,) have around 2x the range, and reload 4 seconds faster, but the uncharged diameter is only about a third of Endeavor's gamma at level 9. The charged diameter is pretty similar to Endeavor's gamma, but you have to charge it for 5 seconds to achieve that (or have a Nejire with you.) The other important difference is that the turning speed while firing is WAY lower, like 1/3 Endeavor's turning speed when using his gamma. Tamaki's gamma has such a long range that if you're at max range you can sweep a decent area with the tip, but at mid range and especially close range, you're not going to cover much ground. For example, if Endeavor's team is fighting in a room, he can run outside the room and quickly sweep the whole room with his gamma to cook everyone inside. If Tamaki tried to do the same, he'd hardly be able to cover any of the room. Partly because of the small beam, but even if he took the time to charge, he wouldn't be able to sweep the whole room from that close. Tamaki's gamma is even more specialized for ambushing and third-partying than Endeavor's gamma is.
Charging Tamaki's gamma increases the diameter of the beam and the damage, but doesn't increase the duration or range. Interestingly, because his gamma locks him in midair (including the charge portion) he can use his gamma to air stall for 22 straight seconds since you can hold the charge for a while before it fires automatically. Unfortunately for him, his beta and SA don't recharge until he touches the ground, so if he uses those to gain that height, he'll be in bad shape when he finally lands.
Tamaki seems like an interesting character. Part beamer, part combo brawler, part long-range sniper, and with decent mobility. I don't feel like he'll be broken, but I expect he'll be strong.
