I think even at small company levels there was still a lot of give and take. It's been a while since I researched it, but I seem to recall that cavalry was still used right up until 1917 (and then again in the RCW), which is a good indicator of how non-static things were. Russia is also huge so lots of distances to cover.
There were definitely still trenches though, it wasn't all maneuver all the time. Good theater for armored cars, cavalry, armored trains, infantry, and aircraft all combined together.
Norman Stone's "the Eastern Front 1914 - 1917" is well worth a read
