It is correct. Shadow is described as having a sharp gaze.
In games, especially SA2/Battle/etc, Shadow's eyes are almost always wide open because they're supposed to be very striking and give off a cold imposing impression. He's also often staring directly at or near you, the viewer, to purposely make you uncomfortable.
The half-lidded eyes usually come from women who want to make him feel a little "safer" and changing the striking glare to a lazy tired uncaring one that's never looking you in the eyes is a very easy way to do it. It subconsciously gives off a more submissive impression. He no longer looks so scary and unapproachable.
Also, it has been lost over time, but originally, Shadow was always on high places with the angle below him. His back is swayed and his posture is perfect. So when he looks down at the viewer from his perch above them, his striking red gaze looking straight into your soul, you can see feel he is superior to you simply through his body language. That element of him being on a high place with the angle below him was important because it gives you this subconscious feeling that you are beneath him.
Shadow's gaze is not supposed to be soft. It is not supposed to be lazy. It is sharp, alert, on edge, and most of all it's supposed to make you feel uncomfortable.
But anon, the word "almost" here is important. They're almost always wide open. There are of course going to be exceptions because Shadow is not a robot, and it's not an issue if it's done rarely/sparingly. It's when it's done all the time as his default that it's a problem. There's a difference between doing it 10% of the time and 90% of the time.
That's why your Heroes screenshot isn't and never will be a 'gotcha' as I've never claimed he *can't* do it, just that it happens far too often and it mostly originates from fanart.
Shadow doesn't emote as much as other characters, and it's part of his appeal to me. It's badass and makes him all the more mysterious.
