Xion and Roxas coming back was last minute, and you don't even need Nomura explicitly saying it was (which he does). Just play the game. There's a reason a good portion of the DLC is an attempt at salvaging it, because it's objectively rushed, full of contrivances, and destroys the plot for cheap fanservice.
