A part of the great will is still fighting the great will, its not in the form of a distinct avatar god like YHVH or lasabelak or kagatsuchi, its literally the will itself. That even plays in to you have to beat it, its initially completely intangible and essentially unreal before you pull out some high concept bullshit spell symbolising how you too are a part of the universe, and are real, so the will too must be real and sacrifice your own life to make it truly manifest. Almost funny such an interesting little epilogue and idea was shoved onto the end of a port of one of the most nothing megaten titles.
And I don't care about posturing that its atlus itself or whatever and should never be fought, just seems like totally arbitrary limitations to defend the lacking scope/conclusion of the TDE plotline. Funny I'm acting like TDE's biggest solider today because I don't even care for the route, freedom is my nocturne route of choice. Its moreso that to follow it up (bad idea in the first place) and then basically retcon the point of it and pretend like Lucifer was only ever was gunning for avatars and not the capital g great will is pointless and retarded. Shows how little they actually cared about the original title despite making a massive nostalgiafaggy game revering it.
