I would go with a Kart. As >>28452970 said it will handle much better. You also have more options to modify without having to adapt or customize parts to fit. Where you plan to ride it will also affect your decision. If planning to ride around your yard, then you need at least some ground clearance, so something like the azusa or a manco kart would be something to look into. You can pick up used frames cheap on local markets to give you a base to start with.
