nah F-22 is way hotter in IR, and was less stealthy
They recently reskinned the entire F-22 fleet with F-35 derived panels so its a tossup now.
You can do quite a bit with nozzle design. B-2 still has less of a signature IR wise though yeah.
B-21 is king shit of fuck mountain stealth wise though, unless we're counting RQ-180.
