Yeah Ruby is basically always being dishonest in some way though. Given it's early RS Ruby in that fan manga, and early RS Ruby is an ass, he might even just be referring to Sapphire's clothes as the beautiful thing in that situation. But his whole gimmick is how it's hard to tell what his angle is since he lies so fucking much. So even if he was technically talking about her clothes, there could be an additional layer, where his comment is also just a veiled way to show concern for her without being too obvious.

Ruby after character development is less cagey about showing how much he cares about Sapphire, he's more direct about it. At the same time he now just lies about other things instead, because it's Ruby.
