It's a relic of the past century. A century of colonial btfo (century of humiliation) left the country with a weak judicial system, so they got by with the good ol' boys system of handshake favors and shaky promises. Because of that, it led to a massive corruption problem where that same quid pro quo system lead to their buddies stealing and pilfering shit from the government. It's incredibly widespread and Xi Xinping is basically trying to purge a lot of that corruption problem from the Mao Zedong and Deng Xiaoping days. It's getting to the point where it's actually really harmful to the Chinese government. China's worst enemy is from within.

Nah, it's just some lulzy news that Chinese military brass stole rocket fuel to sell off and filled it with water to avoid suspicions on weight. No one really knows if the story is true, but there was a lot of angry translated screeching thar really only shows up when translating from Chinese to English, saying that it's disgusting western pigdog lies, and it would be preposterous to believe such foolish nonsense.
