They didn't make surveil evergreen until tarkir dragonstorm, but previous sets were still using it.
EoE also has a standard card that mentions committing crimes. They put the reminder text on both, but at least I can say 'it has surveil 2' and people at my table know what that means.
Instead of having to read a big block of text only to realize "oh, they mean surveil 2".
