It's a pure negotiation game. You march pawns up a board to reach the finish line.
On your turn you move a pawn from your supply to a room at the start line, move your pawn along a road to a higher room, or move the free movement marker from one road to another.
Each room has an occupancy limit. You cannot move a pawn into a full room.
To move a pawn out of a room you need permission from enough pawns in the room to reach half the room's occupancy limit. Players give permission on behalf of their pawns and opponents get 1 victory point from the supply per pawn that gives permission. The player who moves takes a victory point chip off the road and draws a new chip to replace it (they come in random denominations).
If the free movement marker is on a road you do not need permission to take the road but you do not get points for taking the road either.
The game ends when the finish line room runs out of space. Only players who reach the finish line are eligible to win. Most points wins.
You can trade victory point chips in deals with other players but deals are only binding during the turn they are made.
