Fallout 2 and New Vegas handle it well. You have the main area of the NCR that is fully developed and mostly civilized outside of issues with highwaymen, but both games take place on the NCR's northern and eastern frontiers. It's why they were always thinking about ways to keep the NCR from getting too powerful, but Bethesda just completely ignores society making any sort of advancement in their games.
