Because it's in the 3D version, and the Pixel Remaster version is based on the "original"... SNES version. So the Pixel Remaster are, well, a remaster of the "basic" version of IV, and not the later version that added more stuff.
Imagine, if you will, a second remake of FFVII. You expect it to be based on VIIR, with Kyrie Sseth Canaan, Natlia, Betty and all the other shit VIIR introduced, but instead, it's based on the original (the good one) FFVII game that came out with the Playstation.
The one that had an ad for memory cards on the back because "without it, you'll have problems beating FFVII!"
