A Taghmata is a Magos' personal army, and they can do with it whatever they want.
A Skitarii maniple is the Forgeworld's nominal army, and they can do with it only whatever the feudal council agrees to, and only if he/they are influent enough / far-away enough that Mars won't protest breach of dogma.
