Thats because you overlevel the content, monster levels cap way before character level does. You have to take risks and do deadlier maps if you feel like things are getting too easy, thats the whole point of the system.

If you hate killing basic monsters with long combos, then you definitely don't want japs to do action rpgs. As fun as Nioh 2 is the Diablo-loot system in the game is way too simple and you do need to do 2-3 combos to kill even small monsters.
Path of Exile 2 is going for the sweet spot where standard exploring is like Diablo 2 where monsters other than Rares go down in 1-2 hits, while bosses are just outright Souls bosses. Thats understandably a hard thing to balance in a game where people can break the game with crazy builds.
