As you probably know you should have started years ago and will not get full recovery. It looks much better in your second pic though and I think you'd get a good recovery.
You need to start finasteride or very preferably dutasteride (just a better version of finasteride but more expensive/not available everywhere) NOW. Take it for 6 months to 1 year then assess what to do next.
If you do not have the results you want then add minoxidil or get a transplant if not close. You could also start minoxidil right now, would be understandable but the topical version is very annoying to apply and the pill is less accessible than dutasteride and causes hair to grow everywhere.
This is my results on fin and nothing else. I've switched to dut now, fin was still regrowing it but dut definitely works better. I don't use min cause it is so annoying to apply and the pills cause hair to grow everywhere.
Sad I even have to mention it but average IQ here is on the floor, no side effects of any kind. Just look up studies if you are worried about this it is very conclusive.
