Drive Knight is the one who set things up so not really? Kuseno does have a (potentially dark) history with the organization, but he could have raised him to be a perfect killing machine. I'm not questioning him having a shady past, but he's not scheming when we read his thoughts. Kuseno is clearly human and understands emotions, unlike all of the machine gods and Neo cyborgs we've seen so far.
