You can't just allow people to decide shit on their own. Thats anarchy. And even then, sooner or later a powerful group or individuals will take control, creating dictatorship.
Julia's question is valid. But she doesn't provide any alternative. Really, only "acceptable" alternative is democracy. Preferably with good voting systems.
