The problem with talking about tempering is that while the general gist of what's going on is the same (a being of tremendous power beign able to alter the aetheric construction of other beings in its vicinity), the effects aren't the same every time. Hell, "tempered" as a lore term exists alongside other words like "drowned" or "touched" relating to those affected by other Eorzean primals. Tempered is just the one most used in conversation because the people it describes are perhaps the most frightening example of the effect to the average Eorzean man; a particularly ruthless vision of the Amaljaa god Ifrit rendering victims utterly mindless devotees to itself. Meanwhile, there's plenty of other examples where tilting one's aetheric balance does not have those exact effects. The kobold kid who summoned Titan just turns into a silent vegetable, the pirates side with Sahagin and worship Leviathan, but still remain pirates at heart, etc. Zodiark is the most powerful primal of all, but he wasn't summoned with the intent of him being a conqueror god converting others to his faith, and all present for his summoning were people of immense aetherial reserves. While Emet *could* just be lying about being tempered by him, I'm more inclined to think he's not, and he's just omitting the actually important part, which is what exactly being tempered by Zodiark *means*. I imagine it's not a whole lot, he's just using it as a convenient excuse to not dig too deep into the reasons for his unending devotion to the cause when questioned by some measly ants.
