The vast majority of people have 1 smartphone, 1 car (or maybe just a transit bus pass-app of some sort ?), and a TV of some sort, correct ? That's a total of 3 technology items that they themselves own (maybe, regarding mega-corp legalities of owning-nothing) and can readily have at-hand.
the rest of it, is public / governmental infrastructure that enables and supports those 3 end-user items (which are very much used to wag the dog), and is very much commanded to be hands-off, unless they are authority-approved tech-workers.
