After the launch, he gets shipped to Luna 2 and Jaburo right away whilst the rest of the White Base crew are held up by officials and questioned. Amuro keeps asking to see the crew, especially Sayla, and Sayla was protective of Amuro being split apart from the crew but neither got their wish, then Amuro was always too busy and under Federation eyes to see Sayla.
Its implied Fraw tries to see Amuro tons of times before finally succedding right before Zeta, then of course in Zeta.
