It does mean that when it comes to trains. (and cargo ships as well) We are talking about long distance travel. The breitspuhrbahn would've only connected the capitals of Europe and resource fields in the east (very few stops). A bigger train takes more energy to get rolling but since it can move more in one trip it's more efficient than a smaller train which needs to make multiple trips to move the same amount. Bigger = more efficient when it comes to BULK. That's also why every cargo ship in the world has gotten so big. Of course normal sized trains would still exist for smaller places duh.
