those ones are in the same bucket as just being extremely powerful aether concentrations, hence bahamut powered them down to the point of near uselessness in the latest calamity (and hence the ixal can get anywhere close to the twelveswood without spontaneously bursting into flames or 1.0's famous example of garleans approaching the twelveswood causing an elemental to begin to glass the entire planet)

interestingly though elementals intentionally presented themselves as coming from nophica to give the illusion of divinity, and the longer the game goes on the less and less sense it makes that they have communication troubles with anybody but seedseers. there's also an idea given by a couple quests (VERY few, less than five and mostly job quests) that elementals are stranded dragon souls that didn't float off to their own lifestream and instead remained bound to this planet
