There's a lot of reasons but I'd say that, even though the package releases of "can only play this champion with THESE" cards was boring, it wasn't the big problem.

The big problem is that people wanted to play their fucking champions and guess what? PvP never allowed for that.

And you know what PoC does? Precisely let you play the champions you want to fucking play. From the start this design worked only with a roguelike mode.

There's also a bigger truth nuke that is PVP is a mistake but that's another discussion entirely.
