Please stop saying ECM as if it does anything to mechs further than 100m away. If you have an ECM of your own, you can set it to counter-mode to completely mitigate the effects of hostile ECMs.

Lasers are damage-over-time weapons that leave a visible light trail. They need to be kept on target for the duration of their burst to do full damage. You can take evasive action if you see a laser starting to hit you. Mechs that move fast and are bobbing will naturally spread the damage of the laser over multiple sections of the mech. Tanks are just a single piece of armor and slow, so lasers are generally always going to fuck them up with high efficiency.
What makes lasers super effective is when you fire 12 of them at once and have enough cooling to do it 2 more times before overheating.
