I think this premise inherently is why you dislike "canon" Gaster. That is what Gaster did feel like on a level, yeah, but that is because we never had the full picture. Gaster was always intended to be what he is today, it is just we didn't have Deltarune. Gaster was never made by Toby to be an unfinished forgotten character, but a character from another game entirely, a deltarune character in someway influencing undertale.

We don't know how much of deltarune gaster is responsible for, lol. I doubt he specifically "made" Noelle and Susie gay for eachother or something.

I honestly do agree, there should've been fun events in Deltarune, but the game IS leaning towards making Gaster more creppypasta-ish. The bird gaster follower and his whole "wait, don't wait." is imo pretty clearly supposed to scream this dude is going to Gonered in real time.
