I understand that Spamton sold the ring because he saw Noelle going on an icy rampage and wanted you to make Noelle stronger so that Queen would have to leave her castle for him to take over.
But you're right that it doesn't really make sense for him to have it in the first place.

We don't know how old Kris was and it's also okay to leave some discretion to parents regarding how and when they introduce adoption as a concept to their adopted child.
Based on the way Toriel frames the story, I've always seen it as a way for a parent to prolong her child's innocence a little longer. She tells the story right after she notes that Kris will also leave to college soon, and then she makes a face like the reality of her last child leaving the nest finally hitting her. So she tells the story to recall Kris's young innocence.
In that context, Kris may not have grown enough to really understand adoption in a nuanced way, so it could have been harmless to let Kris wear a "prosthetic" so to speak.
It's especially hard to say because we don't have a perfect analogy to this situation in real life.
But, I don't think Kris wearing the headband has ever been intended by the writers to signal a flaw with Kris's upbringing. Actually, im skeptical it was ever even intended to show Kris wished they were a goat monster. (If Kris does want to be a monster, they want to be a dog monster lol.) But if it was, then the hornband was definitely meant to show the family accommodating Kris and helping Kris feel as part-of-the-family as possible until Kris understood better.

You know what's funny is my first watch through of DS9, it never crossed my mind about there being any like sexual tension between Bashir and Garak. But on rewatch, it felt like I was being hit over the head with it.
Honestly I didn't appreciate how important Bashir is to the show on my first watch. Everything is relatively bleak and dark and drab so having this young, naive-presenting, bubbly doctor who's just happy to be there is a load-bearing post for the cast.
