All of this was war gamed over and over again and they still managed to fuck it up. There are people at the CDC who do nothing but come up with different public health crisis scenarios and how to handle them. And yet they still fucked it up.
I'm not going to blame the CDC entirely. There were lots of other players influencing things but the CDC went along with them instead of sticking to the researched script that was meant to keep decision making errors in the heat of the crisis to a minimum. Some of the reason was that they were scared of being wrong with too light of a response even if their data was showing that the light response was appropriate. Some of it was scared of drawing the ire of political forces but that's why they're suppose to be outside of the political system. And some of it was the volunteer firefighter effect, where they'd trained for something so much that they wanted a chance to show off their skills, even if it meant starting a fire for them to fight.
None of the players want there to be a deep investigation into what went wrong. It's better for them if everyone pretends things went as they should and everyone gets pats on the back instead of consequences for their misdeeds and mistakes.
