In Germany, they have what some would call Garden Cities- this is where there is one major city and several smaller satellite cities with limited access highways connecting them as they are separated by green space. Usually the satellite cities are within a half hour drive from the main city. The main city has the big box style stores while the smaller ones have the Aldi type stores. Its the best of both worlds- small, personable towns with big city amenities not too far away.

You have a front yard because of offset rules in zoning codes. The front yard is generally pretty useless grass area, therefore Germans, lacking the offset rules, prefer to build closer to the street and put more of that front yard space in the backyard where they often have a gardens, chickens, sunrooms, etc. Behold the backyard for this property and surrounding houses as an example.

The reason you have HOAs in most areas is because you need rules to govern multiculturalism where as Germans who have a shared culture do not need their unspoken rules codified or enforced through an HOA. I've seen the American neighborhoods without an HOA. They prove HOAs are absolutely necessary here because of the diversity in living standards among their residents.
