There's 0 real-scenario where the video card's VRAM is running at maximum frequency & utilization to risk thermal throttling while the GPU's running under fan-stop temps.

That's not what the vBIOS says, the 108°C memory thermal limit shows it's referring to the IC's case temperature, not the Tjunction.
108°C is the case temp when the chip's thermal protection (performance throttling) kicks in.
