You can already kind of do this with Stable Diffusion but it still requires a lot of manual work and attention to get something decent looking and even then you'll need extra steps to make it work as a sprite (as in, the skin only taking up 6 colors in the palette, skin colors not bleeding into clothing etc). I don't think AI by itself will be able to make something like the CPS2 sprites where every pixel is very important (mostly on the hands, design details and face) let alone something that's consistent with proportions and colors, but as a tool it could be of some use if you wanted to make higher resolution sprites where you can get away with more mistakes than you would for smaller sprites.
