IIRC in episode 11's cast chat, Exabe's va mentioned that he was given nothing about his character except his personality (he only found out that he worked for Kycilia in that episode where he's talking to the other agent on the train). Whilst it works as a form of enforced method acting for a character who purposefully spends 90% of their time confused, Tsurumaki maybe should've taken a different approach with the rest of the cast
