Which is why they put Phobos Land Raiders, Castraferrum dreads, Leman Russes, Baneblades, etc. into the game that only had 40k models, while also instructing people to use Codex: Chaos Daemons. You're confusing FW with GW, who made 30k their own Leman Russes, Baneblades and other vehicles. None of this still doesn't explain why SA in particular, rather than something more generic Imperial Army. It's like GW making minis for Elysians and making all of IG Elysian pattern drop troops. Because SA models existed due to one dude and FW took them and ran with them, instead of designing something else.
