I'd argue that you can have enemies if they're just lesser beings. A lot of Lovecraft stories involve the MCs dealing with either cultists, insane folks, or random aliens. Heck, The Dunwich Horror even has the scholars outright defeat the titular monster. Yog-Sothoth is obviously completely beyond them, but a Lovecraft inspired work shouldn't always be using the heavy hitters.
