apparently there is some tricky stuff that can be done with NPVs to modify their behavior. So i wonder if there is a Police behavior that can be copied and given to an NPV so they are particularly good at driving fast.

with the basic AMM you can spawn an npc, assign them to the drivers seat, assign yourself a passenger seat, and while sitting in the car use the map to drop a waypoint. the NPC will drive you there. its been possible for a while.
