Damn, why do you guys wait for sleeping hours in Europe to start telling lies about us. AC isn't banned here, at best there might be restrictions for the environmental reasons that caused the temperatures in the first place. We don't really have justification for using it outside of offices or other business buildings. It's only practical to have for about 2 weeks of the entire year.
There's other stuff like the difference in longitude being higher up for most of Europe and the humidity when at those temperatures. It's comparable as a number but if you've been in America with 86°F and Europe with 30°C (same temp) them you'll know how different they feel.
