There's other stuff like the difference in longitude being higher up for most of Europe and the humidity when at those temperatures. It's comparable as a number but if you've been in America with 86°F and Europe with 30°C (same temp) them you'll know how different they feel.

It's pretty hot in Sweden right now, my apartment is not falling under 28c. Then again, it's only been like this for a week, and will probably only be like this for max 1-2 more weeks. We complain about the heat but its really not worth the cost + hassle to get building permit and get a large AC unit installed. I have fans in every room and a portable AC to cool my vidya room. I'd rather suffer a little bit of heat for a few weeks than to spend 3-4 months in winter freezing or paying massive heating bills.

That just delays the heat. By evening the whole building will have been heated up and, because of the insulation, it will stay that way for hours.

Just pry the top part off, it's probably just held on by a piece of double sided tape. Then install a small window unit that can keep a room cool. Then stay in the cool room when it gets over 25 C or whatever temperature it is that makes you all die. And drink cold water instead of boiling hot tea all the time.
