This is textbook war propaganda for civilian consumption, not any internal intelligence assessment that anyone would take seriously. All material evidence, from the massively uneven body exchanges between Russia an Ukraine (which involve real bodies and not unsupported numbers), the extent of graveyards being built and filled in Ukraine (documented by satellite imagery), the scope of mobilization in Ukraine (vs Russia relying on professional soldiers and volunteers) and the well-documented massive artillery advantage from the Russians, it all points to a clear direction: Ukraine is facing massively larger losses. It wasn't always this way, but since the failure of the counteroffensive, the Kiev regime has relied largely on masses of freshly "recruited" (i.e. kidnapped) conscripts to delay territorial losses for political reasons.
