They don't seem to be. They seem to be more like phantoms stuck at the point where Frog managed to collect their frequencies and slap them into TDs. Every single one of them is still talking about events that already came and went in the Lost Beyond. You literally see people talking about things like Frog's mom helping a lady pick out the dress for Frog, the old man and his wife talking about seeing Frog off for the concert she already had before Rover mind-wiped, and Triss still practicing for songs despite them already performing before Frog left.
Rover also still believes they're all not normal people, and we already know Frog can summon and control TDs so to what end are these actual people and not just TDs?
