I actually made a mistake, it's (casts/second)*(maxmana/100)
Mana * 1/10 "chance" * 1/10 "percent"
Also note that you can and statistically will have instances where you cast 30 times in a row without the recovery proccing.
Even at 6 casts a second, that will be 5 seconds of you not getting any recovery from that node.
