If Shigga wasn't lying, then Denji would get weaker and be subjected to some type of restrictions. So I'm not sure if that's an option, especially since he's a hybrid who've been shown to be almost inedible for Devils.
Shigga might not want to do that simply because Denji tastes like crap.
