Western countries, particularly the US, Canada and Australia, have found it impossible to strike a balance between there being no cars vs structuring our entire lives and designing our entire communities around everyone always driving. Don't forget that we demolished and reconstructed entire existing areas to make room for this soulless crap. None of us truly wanted this.
