Japan and South Korea recently skipped the NATO leaders' meeting due to the bloodshed in the Middle East. This is a clear message from these two countries that they don't like war, and they wouldn't like to join in military actions.
And maybe the 25percent tariff to these two countries are Trump's response to it.
