I think magic has to exist as a force on some level for the dark world as a "shift in perception" to work, or for most monsters to work like the light world still having that fire elemental girl and monsters still dusting after death due to having very little physical matter making up their bodies, especially since the dark world still differentiates between humans and monsters vis-a-vis having any kind of magical abilities. There's also the worrying implication behind Noelle clearly being aware of the Snowgrave spell and what it is as a complete newcomer to the dark world, she's deliberately raising its TP cost to an uncastable high because she doesn't want to use it. Plus there's the black shards and shadow crystals which retains their properties between both worlds. I think it doesn't exist the way it did in Undertale as a readily accessible force, but it does exist.
